Charts: Wizard Navigation Consistency#535

Two things that would be extremely helpful with wpDataCharts is:

1. Previous & Next buttons fixed to the same location at the top. Would speed up the process of minor modifications and iterative testing.
2. A list of the screens (even simply 1-5) next to the previous/next buttons fo jumping directly to a particular screen in the wizard would save a lot of time.
